The Background

Gombe Revenue Optimization Company Limited (GROCOL) is a Gombe State-owned company responsible for managing the state's commercial assets. GROCOL appointed Onyx Investment Advisory Limited to prepare and engage credible investors for the upgrade, operation, and management of the identified hotels listed below:

  • Gombe Jewel Hotel, Abuja: Located at 22, N’djamena Crescent, Off Aminu Kano Crescent, Wuse 2, Abuja, with 57 rooms, banquet hall, spa, restaurant, and more.
  • Gombe Jewel Hotel, Kaduna: Located at 7, Ex-Ministers Quarters, Off Rabbah Road, Kaduna, offering 44 chalets, banquet hall, restaurants, and ample parking.
  • Jewel Hotel Kaltungo, Gombe: Comprising VIP rooms, executive rooms, event hall, and additional structures in Kaltungo, Gombe State.
  • Gombe International Hotel, Gombe: Featuring 95 rooms, banquet hall, auditorium, shops, gym, swimming pool, and more in Gombe State.
  • Gombe International Conference Center, Gombe: A state-of-the-art conference facility with halls, meeting rooms, and space for future development in Gombe State.

The Solution

GROCOL invites interested and qualified firms to bid for the right to operate and maintain these hotels. Successful companies will receive a concession period of 30 years and will be responsible for significantly upgrading the assets, managing their operations to the highest standards, and proposing viable financial models to turn these hotels into revenue sources. Gombe State is committed to safeguarding and supporting these investments.

Pre-Qualification Requirements

Interested companies are required to submit the following documents as part of their pre-qualification:

  • Company profile, evidence of registration, and relevant certifications
  • Tax clearance certificates for 2021, 2022, 2023
  • Technical bid including business plan, track record in hospitality, proposed team structure, and revitalization plan
  • Financial bid including proof of funds and audited accounts

Bidders are required to submit their proposals by 12 noon on 19th August 2024 at the following address:
